Why doesn't the bluetooth on my ipod touch work?

I have an ipod touch (2nd generation), and no matter what i do, i can't get the bluetooth to work. i've enabled it a million and one times. and even when i hold it right next to another bluetooth capable phone/ipod/ect. it doesn't even flash, nothing.
idk what it could be. am i overlooking something? or is there something wrong with my ipod?
