Why doesn't someone build a cheap, light weight electric car u plug in? ?

After 8 hrs it can go 100 miles. This tech was available 35 years ago. You don't need a huge factory except maybe for the a simple body and frame- rest is off the shelf.
I'm not referring to kit cars but ready to drive.
 
because regardless if it runs on gas or electricity the energy has to come from somewhere and over 50 percent of the energy in america comes from coal power plants, it would cause us to be more dependant on coal instead of gasoline, there really is no easy solution for this. but then again it depends if you believe in global warming or not
