Why doesn't major league baseball have a salary cap?

I'm more of a football fan and don't understand. Virtually everyone of the other sports has a salary cap, why doesn't baseball. Do you think small market teams are getting screwed?
In no way am I a fan of small market teams. Like I said I'm not a huge baseball fan and am just curious.
 
The player's union in baseball is too powerful for the owners to fight them on getting a salary cap in place
 
Because they want to prevent 10 Million bandwagon Yankee, and Red Sox Fans from committing suicide when they can only spend what the Royals, Marlins and Pirates do. Plus it would also make sense and be fair. Something MLB is opposed to.

At any rate I predict a cap by 12/21/2012 if the Earth doesn't end that day.
 
IT DOESN'T NEED A SALARY CAP BUT A SALARY FLOOR THAT FORCES TEAMS TO SPEND MONEY. I HATE THE FACT THAT SOME TEAMS COMPLAIN ABOUT TEAMS LIKE THE YANKEES, DODGERS, METS & RED SOX WHEN THEIR OWNERSHIP REFUSES TO SPEND MONEY.
 
They should have a salary cap to level the playing field. But, do you think the "so-called" small market teams(as the Minnesota owner has more money than the Yankees butchooses not to spend) will spend on players. I am not convinced the small markets will spend money on players to improve their respective teams.

It just so happens that in the past 2 years there were 2 small market teams that made it to the World Series. (Rockies and Rays)
