Why doesnt GM make this car available in the USA?

OK, the Spark is clearly a re-badged Daewoo from Korea. If the low performance of the Chevy Aveo is any indicator, it's likely to be a low performing car too. Plus, Korean cars have always had troubles for years on reliability & resale. Daewoo tried selling cars in the U.S. for 4 years. They failed miserably. Their cars were the worst in every aspect. Nobody had anything good to say about them & their sales took a dive so bad, they simply stopped selling them. For about $3K more than a Chevy Aveo, get a Nissan Versa. It's 10x better & far more reliable. Sometimes a better bargain costs just a little more for something better.
 
There is no way that car passes any US emissions or crash laws.

Nobody in the US wants to buy a 137" long car that makes about 63 hp and 68 lb-ft of torque.

A Mini Cooper which is pretty small and slow. Yet is still 146" long, has 118 hp and 114 lb-ft of torque.
