We lease Gitmo from Cuba. The original paperwork said that both countries must agree to break the lease. Naturally we have never agreed. Fact is I don't think Cuba ever asked us to leave either.

The strategic location of the area was first recognized during the Spanish-American War, when U.S. forces defeated Spain's Caribbean fleet near Santiago, Cuba, in 1898. In 1903, the United States leased the property from Cuba for use as a fueling station for the Navy, and in 1934 a formal treaty between the nations decreed that both countries had to "mutually consent to terminate the lease."

During the Spanish American war we helped Cuba revolt from Spain using the Monroe doctrine as justification and when the war was over we kept some bases on Cuba

We were on the same side as Cuba so we were not at war with them
