Why does the UN Charter have so many human rights in it that the USA doesn't believe in?

Article 23 guarantees the right to work- and if there's no job- to welfare!
Article 24 guarantees the right to leisure!
why do Americans need so many fewer rights than the other nations that signed this?
Why did the USA ever SIGN this treaty if they NEVER meant to guarantee any of this
luxurious treatment?
