Why does the tensioner jump on a 97 pontiac bonneville when I idle any amout of

time under 2k rpms? I have replaced the altenator, battery, serpintine belt, and idler/tension assembly. If I give it gas, and idle it under 2k rpms, then suddenly release the gas peddle, i can see the tension pulley jump, causing all the accesory pulleys to slow down. Any ideas?
 
the belt tensioner is spring loaded its supposed to do that. and the tensioner is not causing the others to slow down , you are by letting off the gas.
