why does the nitrate level plateau in a fish tank?

where did you get that from...it not true.....there are bactria that use nitrates as food but they are anaerobic thats one of the reasons why live rock is used in saltwater....so most fresh water tank have very little unless there is wood...but by no means does it plateau....
 
You haven't done a water change or not enough of a water change.

25% water change on a weekly basis will stabalize the nitrates in the tank or should I say keep them at a safe level.

Unless your tank is over stocked or you are over feeding or even if it is a new tank, your nitrates could be elevated.

It doesn't. Once the nitrogen cycle is established nitrates will be constantly increasing. This is one of the things that is kept in check by doing weekly water changes.
