Why does the axle on my 85 Ford lock up?

I have replaced all of the bearings, taken the gears out and looked for wear, missing teeth, or metal shavings, but have found none. When I rotate the tire it will make one or two complete revolutions then it will lock. It is only on the drivers side.

Sounds like a "Detroit Locker" operating normally. It only allows some much rotation between the wheels before it locks.
