Why does the ABS in my 2000 Dodge Dakota engage so often?

I had the same problem with my SUV and it was caused by something on the axel that controls the ABS and it had rusted off. On a lot of cars the sensor is a seperate piece that can be replaced but not my SUV, I had to have a whole new axle put on. It was $250 with labor using a salvage part.
 
2000 Dodge Dakota
V6 3.9L
Automatic

Problem : Even while the truck has great traction and is slowing at a normal rate, the ABS engages. The tires have very good tread and I am not aggressive with the brakes.

Pulling the ABS fuse is not an option because it causes the speedometer to stop functioning.
