why does my yamaha 30hp outboard keep cutting out?

whoa hold on there!

if your engine ingested sandy water, and you started and ran it without a complete tear-down and rebuild, then you have scored the cylinder walls that's not the worst of it.

sorry to say, but you have just converted a fine example of japanese engineering into a very expensive anchor.
 
my outboard came off wheni hit a sand bank it got clogged up with sandy walter i cleaned out the carbs but it now only runs on high revs the petrol bulb dosent seem to fill up when i pump it it dosent get hard which makes me think tthat'spart of the prob is there a petrol pump in there and is it easy to clean i found cleaning the carbs fist time not to taxing what else can it be to keep cutting out when revs at normal speed
no thats been checked and luckly it hasent done any damage to the cylinder walls
