Why does my website mess up when I resize the window? Its a basic html website...

...that I made in front page....? I would like the website to stay the same when I resize the window, instead it messes up and seems like it's trying to fit everything on the page into the window I've resized. I'm using frontpage, and frontpage server extensions to publish. Again, it's a very simple html website with a table for a layout, and text. There aren't even any images on the site. Any suggestions would be greatly appreciated. Thanks
Ok....so it's a pixels percentage thing. Now heres my next question....I like the size of everything when its set on 100%, so how do I maintain the size of everything, but change it to pixels?
