why does my Vodafone mob say 'Limited Service'?

thats what its says on my phone.. its locked to the vodafone network but even when i put other vodafone sims in it still says that ,
i cant call or text .. or even call customer care
i tried puttin in a brand new sim & its still says that
what should i do ?
vodafone net service isnt accepting my sim registration either..
:( please help asap
