Why does my Vodafone keep saying "This call is not allowed" in a phoney ~English...

...accent in Mumbai? I often get this message when I use my mobile in Mumbai and yet when I try later on the phone connects to the number I am ringing. l. Why does that woman have such a phoney accent can't they get someone who speaks in a normal British accent. 2. Why does this message occur?
