Why does my street bike fan not turn on when the engine is getting hot?

2 questions. Sounds dumb i know but
1) Does the fan cool the engine or does it cool the coolant which then cools the engine?
2) My fan wont turn on when the engine gets to about 100 Celsius which im pretty sure it should. The fan itself works when i hooked it straight to a battery just wont turn on by itself.
