Why does my Shih Tzu get like this after grooming?

He all of a sudden becomes clingy, he jumps on mu lap, i push him of he gets back on. He always wants to be on us and be touched, he wants to sleep with us, and if he does get to sleep with anyone who is nice enough he pushes himself onto you.
 
Maybe he is happy and he's trying to thank you for grooming him. My Shih Tzu does the same thing. She also runs down the hall and plays right after a bath and grooming. She's so happy.
