Why does my motorola backflip not set the security lock?

Ive had my motorola back flip for almost a year and it decided to crash, took it to at&t and they gave me a new sim card and that fixed most of the problems..the only thing now is that the security lock says its on but is not coming up and the At&t people dont know whats wrong with it either
