Why does my Jeep move while in park?

My wife and I park our 1993 Jeep Grand Cherokee on the street outside of our house, which is on a slight slope. We noticed this morning that our Jeep had moved a little down the hill overnight, even though it was in "park." So I went out and moved the Jeep back, put it in park again, and it slowly started moving down the slope again. In other words, it doesn't seem to be locking while in "park."

I checked the transmission fluid, and it is full, but looks brownish. What do you all think may be wrong?

P.S. I don't need any lectures on using my braking brake, since my parking brake is broken, and I cannot use it. I simply wanted people's thoughts on why my Jeep could be moving while in park. Thanks.
P.P.S. I meant PARKING BRAKE, and not braking brake.
