Why does my FPS rate drop randomly on my installed and downloaded games?

When I play any game that I download or Install it normally has a frame rate of 60 but after a while it drops to 15-23 so it gives me very bad lag for all my games. I de-fragged my hard rive 7 times then i scanned for spyware and virus's. Didn't do a thing. So i restored my computer to it's original settings to work with a clean slate. I Installed one of my games and test it if it happened again. And it did after a while. I have no idea what to do. Remember i completely wiped my computer of everything and had to reinstall everything and yet it didn't solve the problem My computer's specs are:
