I just bought some new fish 2day and my dwarf gourami chases all of them even the platy it was with. =[ Why does it do this? It chases the dwarf blue powder gourami the most and it swims sideways by it, and it nips it's tail! The blue gourami just frantically swims away.

all fish can and sometimes are very territorial your dwarf gourami is no exception they are not especially known for being aggressive but it can happen it may well settle down when it realizes its not going to miss out on any food etc
try moving some of your decor to break down its territory and give it something new to investigate this is not a hard and fast cure but it may help.
dwarf gouramis can be quite nasty to there own species for the same reason give your others plenty of hiding spaces.
if you only have the bully and one other dwarf i would suggest you remove it as it may always be dominant over the other.
like i say the book says there peaceful but fish don't read
