Why does my dog whine ?

He is a German Shepherd , 10 months old , today I wanted to play a joke on him, so I hide and made a noise , he did not know what it was so he stared barking and the hair on his neck stood up , then when he saw me he started to whine a lot and run all around me trying to bite my arm and lick my face. Whats up with that ?

you scared him duhh
and then when he saw you there he wanted comfort

he's trying to tell you something like his food bowl is empty or he wants to play.
