Why does my dog whine when I pretend to bite him?

When we wrestle around, I sometimes grab his foot and pretend to bite it in a playful sense. But he shows his teeth and whines then cuddles up next to me as if he is sorry.
Maybe he is taking that in a sense that it's punishment and he is sorry for whatever he did? Lab/pitbul or lab/rottwiller
