Why does my dog whine to go outside?

When I go to let her outside, she won't go. Then when I sit down, she whines to go outside again. She'll only go outside if I go into the yard, or if I leave the door open, which lets tons of flies in. She didn't used to do this. What's wrong??
She hates being outside, but she'll go out if she has to potty.
 
She's trained you. Like a reverse Pavlov. Out or in but not both constantly.
Just make sure she does her business when outside or crate her inside till next trip out.
