Why does my dog whine so much?

We recently adopted her from an animal shelter, I had suspected that she had been abused. She is very dependent on people and gets very afraid when we call her or come to get her, really my question is how can I make her feel dependent like my other dog, and make her happy? Because no matter the amount of love I give her it just doesn't seem to be enough.
Its been about four months ago since we adopted her.
 
If she was abused, then your going to have to be very patient with her, as everybody else said. I think it is awesome that you chose to adopt her from an Animal Shelter!
Anyhow, give her treats whenever she comes to you, and talk soothingly to her. Let her know that your not going to hurt her.
 
It sounds like you may have some separation anxiety going on. This poor dog probably has been tossed around like a coin. If I were you, I would try to find a dog behaviorist in your area, or talk to your vet about anti anxiety medication. Don't give up on her, she sounds very sweet.
 
some dogs are just afraid of people or things because it has been abused. and also it might miss it mother that's what my puppy did for like two days.
 
Its just going to take her time to get used to you especially if she was abused by her previous owner
