why does my dog whine so much?

he is a six year old bullmastiff mixed with pitbull and rottweiler. If we are outside just standing still he whines for no reason. He also whines when the bell rings or if we come across another dog, even if i take him to someones house he will whine the whole time we are there for no reason even after a long walk.
even if i tell him to sit he sits but whines while sitting i also try to ingnore him but that dosent work. He obeys commends while in a secure place but once the gate opens up he takes of runnng and is very sneaky and smart.
 
IGNORE the whining. DO NOT even LOOK at him when he does it. don't scold him, just pretend that it isn't happening.

dogs will find a behavior that works, and stick with it.

when he's quiet, reward him. have him lie down or do another trick to get what he wants. keep the dog busy by giving him commands, and that may help to take his mind off whatever he's whining about.
