Why does my dog whine and bite at his leg after eating?

He doesn't have fleas or ticks, we've checked and checked... so many different ways... He is a Short-legged Jack Russell Terrier, all white with red-brown spots. After he finishes eating, he starts biting at his leg and starts whining obnoxiously... Why?
He eats Pedigree.. we've been feeding him this for 3 yrs now, and I've only been noticing it this past year.. we've had him checked for worms also, so I know its not that
 
My puppy was constantly chewing her back legs. I took her to the vet to find out she had hookworms. They're about half an inch long and hard to see.. but they can enter through the skin and cause terrible itching and discomfort to a dog. They're also picked up very easily outside. That is only one possible thing out of many though.

If it's always after eating.... maybe the food bothers him.
