Why does my dog love to eat Kleenex and paper towels?

My dog is the same way. I have a 1 yr yorkie. I go home with shredded toilet paper and tissue all over the floor. Its so annoying.
I try to make sure he has new toys to keep him interested and chew bones, bc thats what he is lookin for, just somethin to chew on
 
I have a 1 yr lab, she will go out of her way to eat kleenex, paper towels and toilet paper. She won't eat reg paper. Why is she such a goof bout this
 
the texture is differnt from anything else dogs eat, and they like the feeling. it's not good for their stomach though, so please don't let her keep doing it.

She isn't hungry, she just likes to shred it up in her mouth. Dogs love to play with paper. My bichon used to sit on my desk when he was a puppy and I would twist the billing envelopes up and play tug with him, I called him my secretary.

Now, whenever I call him my secretary he jumps up onto the desk and is ready to go for it.
