Why does my dog keep whining?

I'm going to try and give as much information as I can as to get a better result with the answer you all provide. :)

My dog Is a rat terrier and five years old. The dog lives inside the house, Is put into It's crate at night and let out first thing In the morning when the first person In the house wakes up. The dog's food and water is constantly replenished and Is often given treats. Um, monthly topical medicine is given to prevent fleas as well as monthly baths. He Is not very active and does not receive much exercise, but Is not "fat", other than when he uses the bathroom outside, which Is usually every four hours-ish. He is not allowed on the beds or couch but has a dog bed that he can lay on In the living room so he can be with us. There Is almost always someone at home with him right now, because It Is Summer, but he constantly is whining. We know he doesn't have fleas, he has food and water, he's clean, he doesn't have to use the bathroom. Is he just wanting more attention? He's pretty spoiled. More exercise? Your help Is greatly appreciated.
 
All dogs need exercise and mental stimulation, take your dog on walks at least once a day so it can get the stimulation he needs and I bet he will quiten down.
 
He wants attention or something is wrong with his internal organs where its causing him pain.IDK this is just my theory on whats happening to him.He could also be depressed.
 
I think that you should give your dog more attention, by petting him, playing with him, take him outside to play ball, take him for walks, and treat your dog more like a friend not a pet. He probably also needs more fresh air.
