Why does my dog keep his tail up when he eats?

My old dog used to do the same thing, so I was wondering why.

How many days do they go without food? if it's a long time then they are just overjoyed just being able to eat. If it's every day or something like that, they are either just really happy to eat, or they are telling you to keep away or they will bite you.

My dog is a siberian husky and the second he get's excited or sees anyone with food his tail goes up and gets curly.
