Why does my dog cry and whine everytime there is a dog nearby?

Hi, I adopted him about three weeks ago. He is a 1.5 yr old toy poodle, and is not yet neutered. I recently took him to the park and there were many dogs there, and whenever one was nearby he would whine and cry. If the other dog wasn't interested in him and its owner pulled him away, my dog would cry and whine. Why does he do this? He is very friendly.
 
Sounds like your dog wants to be around other dogs if he is crying when they are pulled away. Dogs have pack animal instincts (they are related to wolves) and have that need to be around and with their own kind. See if you can find him some dog friends (preferably dogs his own size and with good temperament) so he can socialize.
 
If you had him on a leash, he probably was waiting for you to give him the okay to go play with them, that's what my dog does when I walk him. If he was off-leash, either his previous owner trained him REALLY well to need to be told that he could go play, or he was nervous, possibly from poor socialization.
