why does my digital photo camera keep saying change battery or keep flashing

for low battery? even when it is \a brand new battery, or fully charged!?
 
my old camera used to do that when the flash got damaged, it would constantly drain the battery to charge the flash, which was like sticking charge into a black hole, it would jsut drain the battery, try to turn off the auto frash, it might help.
 
Is it a new camera?

These batteries 'drain' real quick in cameras,but if all you say is correct,then I suspect a fault in the device.
