Why does my browser try to save an aspx/cgi file as a download instead of opening it?

I've tried to print-preview my common app several times, restarted the computer updated firefox and extensions, and for whatever reason it keeps trying to save preview.aspx instead of giving me the print preview. What the eff is up with this? I know it isn't the site because I've gotten it to work in the same version of firefox with the same addons on my other computer, but I'd really like to get it working on this computer as well.

Ideas?

The easiest way to open a CGI file is to double-click on it and let your PC decide which default application should open the file. If no program opens the CGI file then you probably don't have an application installed that can view and/or edit CGI files.

Both web links go into detail about these file types.
