Why Does my 98 Dodge Neon's front left brake sometimes not release and heats up?

We Replaced the Master cylinder, brake pads, and Caliper and sometimes when we drive the stupid car and apply the brakes it doesn't seem to release so the brake pads are still locked on tight to the rotor causing allot of steam and heat to pour out of the left tire. SO tired of this issue, can anyone figure this problem out?
 
you should have a abs system.the speed sensor might be out.that sensor tells the computer of slippage in a wheel which can cause lock up of your front wheels
