Why does my 1995 Honda Accord LX's RPM drop so low?

I have a 1995 Honda Accord LX 2.2L. When I start the car its alright for a few minutes. Then when I come to a stoplight or just stop at all, the RPMs go to 400, instead of the 900 it should be at. Because its so low when the AC is on the car idles really hard or even rolling up the window will make it idle hard.
 
ok ok when u get at a stop light put tha car in neutral an rev tha engin cuase eventually its gonna start cutting off the ac isn hellpin so forget usin dat spend good money gettin it repaired check the normal stuff like the oil an tha battery
