why does my 15 month old whine constantly?

My work schedule is that I am with her 4 days, and gone all day for 3. When she is with me, she has a routine.. when she is with my mother, that is a different story. She has all of her needs fufilled, and is happy most of the time. It is when I am cleaning, folding laundry, etc.
She is teething, but she already has twelve teeth. I'm sure that could be a part of it. I am a single mom.. I am just having a hard time disciplining her. I still see her as a helpless newborn!
She does know some baby signs and she speaks very well for her age. I do have the baby einstien video..
 
Even at 15 months babies still need the comfort of mommy. At 15 months babies can still go through the anxiety stage and want to be held and with you at all times. Give your baby all the attention you can and let her help you with the chores. While folding laundry put her in the basket to play. Little things like that make a big difference. Also having two different schedules can through a baby off too. I would talk with who keeps her.
