Why does my 03 Mazda Protege idle at 2000 rpm?

I have an 03 Mazda Protege ES 2.0 L 4 cyl, 113000 miles. When I first turn on the car, the engine idles at 2000 rpm. Eventually it settles down to around 700-800 rpm. I'm assuming it does this to warm up quicker. It's quite ridiculous, the engine revs higher when i floor the clutch while shifting gears. I've never seen a car do this before, and was wondering if it is a problem. Can I fix it?
