Why does it seem some cultures have different landscaping/tidiness standards?

Without the intent of being insensitive, what is the historical reasons that some cultures are more apt to put things on their lawns whereas other cultures like to have neat and tidy lawns? It seems to me like many southern or rural Americans like to keep cars or car parts on their lawns and some Hispanic cultures like to keep other junk items in their lawns. How did these develop and why is there such a different standard for some people? Thanks.
