Why does it come down to who can out "bad-mouth" who in elections?

I would like to see one election where we hear about the candidates skills, experience, assets they can bring to the presidency, how they have been an up-standing citizen, all the positive attributes that are proven. I think it's bad form for the individual who is running to "bad-mouth" the other candidates running, that should be left to the backers of those parties.
