why does honda civic 2006 have poor EURONCAP test results?

I wanted to buy this car but this is far from safe according to http://www.euroncap.com/tests/honda_civic_2006/270.aspx
providing just MARGINAL protecion to legs etc

why? and why would you not care and buy this rather then say ford focus 2006 achieving substantially better safety test results according to :
