Why does Dominoes offer 30 minute or less without a discount?

Why does Dominoes offer 30 minutes or less if it isn't free if it takes longer. They are just basically saying, "We will get it there in 30 minutes unless we don't. If we don't you still have to pay full price for a cold pizza." Why offer 30 minutes or less if it doesn't mean anything?
Personally I think if you don't offer a discount or anything just say we'll get it there when we can or something. Don't make a promise you can't keep.
I understand that some people may have been hurt, but then just don't promise 30 minutes if it doesn't mean anything.
 
i always wonder dat too...dominoes is like 3mins. away from my house in a car and it take the delivery guy/girl an hour too get here and when we call and tell them it was longer then 30mins. they always say they should be there but they never give us a discount r free pizza we should be the first house they deliver too i think its a slogan they use too get more customers
