Why does my bike chain keep popping up and re-seating on the lowest (smallest) gear on my rear wheel? All other gears are fine. Light pedaling is fine, but under heavy pedaling it pops with every hard push.

Trek Navigator with Shimano Alivio - Bike is only 4 months old.

you need to adjust your rear derailer. its happening because the bike is new and the cables are stretching, the store where you bought it should be able to tune it up in a few minutes.

the smallest gear in size is the highest gear, this makes it difficult to answer your question.
however, the derailleur needs to be adjusted after 30 days of use w/ a new bike...
also, if you're using the small front gear and the small rear gear, this isn't very advisable and contrary to common sense (why use a low speed gear w/ a high speed gear?).
