Why does bankruptcy allow restaurants to close and screw all gift certificate holders?

As i understand a restaurant can't file bankruptcy and screw over their employees last wages, there is some provision barring this?

Why isn't there a similar provision forcing the company to return all monies collected on gift certificates?

I just found a $100 ground round gift certificate in my room, I'm not to happy about this laff.
Why shouldn't I be able to go after someone for fraud?
