Why does a Governor of a State have a lawyer?

He uses a lawyer to speak for him to the state legislature?

Is this lawyer's salary going to be part of the government shut down?

Who ever heard of a governor having a lawyer do his job for him?
 
The Governor may allow anyone he wants to speak on his behalf to the legislature. If what he needs to say is a clarification of law then he would ask the state Attorney General to address that. The Attorney General is an elected official of the State so if his office has been designated an essential service his salary will be paid.
