Why does a 4 Cylinder Jeep Wrangler only get 18-21 MPG? That's worse than my Mustang!

Can you increase it? I have been looking to buy a Jeep Wrangler or Trade my Mustang for one. You have your opinions and might agree or disagree, that is not the question being asked. I just wonder how a 4 cylinder can manage to get such horrible gas mileage? Are there any easy ways to increase it or just the usual waste your money on a high flow air intake and such?
 
You can increase your MPG for any car. Drive under 3000 RPM. Put the car on neutral when going downhill or coming to a stop (same way you do on manual transmissions). Try not to brake hard, because that takes gas too.
