It's to absorb vibrations. Imagine your head inside a large bell and somebody hitting it with a hammer. That's how external noise can feel to a fish in a tank. Drop a book on the floor beside a fish tank and the fish will jump with shock. Polystyrene/carpet insulates against that.

Not all tanks require polystyrene. Those tanks that already have a frame around the tank (covering all the seams) do not need and should not have polystyrene.
No, don't use bubble wrap. As it deflates, it may do so unevenly and you'll only end up with a layer of plastic under your tank.
If you have a plain glass tank, then yes a layer of polystyrene should be used.
