Why do we assume, if other planets harbor life, that those civilizations are smarter?

than us? From planet earth we see distant objects as being x-amount of light years in the past, right? But do not those same systems we see as being in the past, also see us in the past, being x-light years away from them? There is no center of the universe, i understand. Wouldn't we all be of a similar age, given the horizon of the Universe? thanks in advance, and in the future too, mates.
perhaps i was unclear, but i meant to make no reference to aliens or science fiction. However, may ignorance could have alluded to both.
