Why do sushi restaurants close early?

I've noticed that every sushi restaurant (I've been to) closes at 2PM, and then reopens for dinner at 5PM. I was just wondering, is there a reason behind this? Is it just to give them time to prepare for a dinner rush?
 
Since sushi and other Japanese food are freshly made, they actually rest between 2 to 5pm so they have energy for a dinner rush. Plus business is very slow from 2-5pm.
