Why do states with a lower standard for education have the lowest success rates?

I find that education success depends on the student's views of their teachers.
If their parents keep ranting on about the socialist commie teachers, their children aren't going to have any respect for that authority figure and will not take their education seriously.

In the South the standard is much lower than in the North East and Mid West. However, the graduation rates in the places with the higher standards have more success than those states with the lower standards.

Why do you suppose that is? Is it the teachers? I know that most states in the NE and Mid West, teachers are required to obtain a Masters degree, while in the South that is not a requirement.

Just curious what your thoughts are.
