Why do some say that people getting unemployment have no desire to work or look for job?

Unemployment payment requires you apply to 2 places every week. You have to write the address and name of 2 places you applied at. Once you fill that form of 2 places you apply, then you get payment right away. Otherwise you don't.
my brother is on unemployment and he applies 2 jobs every week at gas station in the area.
