Why do so many people get scared when the Bush administration trots out the "boogeyman"?

Do people realize they push their agenda by trying to scare us?

first it's WMD Iraq, then WMD Iran, now the Chinese are sucking the oil out from under Florida...Oh wait Cheney is a liar again...
